Joe was born in Winchester, Virginia, on January 1, 1951.
Joe attended the University
of North Carolina at Chapel Hill, receiving his B.A.
Degree in 1973. He then attended East
Carolina University where he received an M.B.A. Degree
in 1976. While in M.B.A. school, he was awarded a graduate
fellowship in Economics. Joe graduated cum laude from the Cumberland
School of Law of Samford University, Birmingham,
Alabama, in 1979, and was admitted to the North Carolina
State Bar that year. While in law school, Joe was a member
of Delta Theta Phi Legal Fraternity.
Joe is licensed to practice in the State of North
Carolina. He is a member of the Lenoir County, North
Carolina, and American Bar Associations, the Eighth Judicial
District, and North Carolina State Bar and has served as
President for the Lenoir County and Eighth Judicial District
Bar and the Eighth Judicial District Bar Candidates
Committee for the North Carolina State Bar. He has been a
member of the Lenoir County Transportation committee for
several years. Additionally, Joe has served as the
Vice-president of Economic Development of the Lenoir County
Chamber of Commerce, the Board of Directors of Junior
Achievement of Lenoir County and the Kinston Country Club.
Joe's practice is concentrated in the area of
business
law, corporate law and
residential and commercial real
estate. For several years, Joe was an instructor of real
estate law for candidates preparing for the North Carolina
Real Estate Licensing Exam. He is a member of the North
Carolina Land Title Association and the Real Property and
Bankruptcy Sections of the North Carolina Bar Association.
He serves as counsel to the Housing Authority of the City of
Kinston, North Lenoir Water Corporation, Deep Run Water
Corporation, the Homebuilder's Association of Kinston and
Kinston Board of Realtors.
