Oliver G. Wheeler IV was born in New Bern, North Carolina, and brings deep legal experience and strong local roots to his practice. Prior to joining White & Allen, P.A. in 2020, Oliver spent nearly a decade as an attorney with the North Carolina Department of Transportation, where his practice focused almost exclusively on eminent domain litigation. In that role, he handled complex land acquisition matters across the state, gaining valuable insight into governmental processes that now benefits private property owners, businesses, and individuals facing condemnation proceedings.
Before his tenure with NCDOT, Oliver represented clients in a wide range of litigation matters, including federal prisoner litigation, state personnel cases, criminal appeals, medical malpractice defense, and general insurance defense. He has also argued cases before the North Carolina Supreme Court, reflecting the depth and breadth of his appellate and trial experience.
After living in Raleigh from 2004 through early 2020, Oliver was pleased to return home to eastern North Carolina, where he is committed to serving the community he knows and loves. He and his wife have two children, a son and a daughter. Outside of his legal practice, Oliver enjoys spending time on and around the water with his family in New Bern and at the coast, cheering on the Tar Heels, and supporting his children in their many activities.
Oliver graduated from Arendell Parrott Academy in 1997 and went on to attend the University of North Carolina at Chapel Hill, where he earned a Bachelor’s degree in Business Administration. While at UNC, he served as President of the Phi Gamma Delta fraternity, demonstrating early leadership and involvement. He later earned his Juris Doctor from Campbell University School of Law in 2004.
